How can I ask my parents if I can get a makeover?

How would I bring it up or word it! I'm ugly and know it..how you may ask, because I've gone to my close best friends and asked "AM I UGLY!!?" and they just don't respond or switch the convo. I don't bring it up often though..I'm going into high school and I want to be unique, myself, pretty, and not an outcast. I've been labeled as : nerd, smart girl, freak, braniac, and human calculator since I was like ten! Now I'm fourteen and I'm still facing this ridicule wtf?!! I'm really quiet (most of my peers have never heard me talk except my close friends) , I'm ugly (guys just stare at me and laugh then say something to the person next to them), I'm prob. paranoid due to the lack of self esteem! Ok to the point : How do I bring this situation up to my parent (while avoiding the bully part) and What can I do to make everyone at school go..wtf is that Angela?!!
