PCB might sue ICC if tainted players proved innocent. Is it not an empty noise?

ICC is very shrewd ,they must have got strong evidence,It is said on the tv channels that the currency notes found with Saman were marked.Hence ICC had the guts to drop the 3 players ,inspite of Pak. officials protest.
