Who created mercantilism in the 13 colonies?

I am doing a project for school and i need help finding a important economic person for the 13 colonies. It is one of the P.E.G.S. (Political, Economic, Geographic, and Social) project things. So I was having a had time so I searched for the person who introduced mercantilism to the 13 colonies and couldn't find anything . What is his/her name and some information about them.
